Job Description:

Responsibilities:

The WASH Manager ensures overall direction, strategic orientation, and supervision of the WASH portfolio of World Vision Senegal, ensuring the quality of design, implementation, monitoring, and evaluation of water supply, sanitation, and hygiene programs in all intervention areas. This position leads planning, resource acquisition, data collection, and technical rigor necessary for the implementation of innovative and evidence-based WASH interventions, including needs assessments, reference studies, and evaluation of alternative water and sanitation technologies, to achieve measurable and high-impact results for child well-being.

As a key point of contact for the organization in the WASH sector, the Senior WASH Manager represents World Vision Senegal to donors, ministries (water and sanitation departments and ministry of hygiene), water authorities, and partner NGOs, establishing relationships and networks that strengthen program implementation and influence. This position also involves responsibility for human resources, financial, and material management, including recruitment, development, and performance evaluation of personnel, while embodying the Christian ethics of World Vision, its fundamental values, and its unwavering commitment to the organization's mission.

Key Responsibilities:

Main Responsibilities and Expected Results:

  • 1. Resource Acquisition: 15% - Direct the process of identifying, evaluating, and designing new innovative WASH projects in development contexts, including developing project proposals in line with the WASH Activity Plan.
  • 2. Strengthening Capacities and Promoting Participation in Human Resource Management in Development Contexts: 15% - Support project implementation through targeted training, tools, and resources provided regularly, to facilitate timely and quality program execution. Participate in the recruitment of WASH personnel, evaluate their skills, and lead capacity-building efforts.
  • 3. Monitoring, Evaluation, Reporting, and Planning: 10% - Support WASH monitoring, evaluation, planning, and reporting processes through the implementation of tools ensuring efficient programming, quality project execution, and compliance with donor requirements for reporting.
  • 4. Technical Contributions: 10% - Examine, contribute to, and validate the technical aspects of WASH programs, including providing support to procurement, supply, and delivery of all equipment, materials, personnel, and other resources necessary for project success, in collaboration with relevant WV departments. Ensure appropriate follow-up on the evolution and changes occurring in implemented approaches in development contexts, and support a multisectoral advocacy strategy for WV and its implementation at the national level.
  • 5. Integration of Cross-Cutting Interventions: 10% - Contribute to the integration of cross-cutting issues and priority approaches in all WV WASH programs, particularly the integration of gender equality, disability, and social inclusion (GEDSI), child protection, youth programs, faith and development (F&D), and climate and resource management solutions. Ensure a focus on child well-being results, particularly those highlighted by the GRANDIR IPF approach in health and nutrition.
  • 6. Establishing Partnerships: 10% - Seek and develop significant and formal partnerships with government entities, UN agencies, similar NGOs, civil society organizations, research institutes, and other local actors to complement WV WASH programs.
  • 7. Innovation: 10% - Facilitate the introduction of new practices, methodologies, or concepts in WV WASH programs, particularly through research activities and pilot projects on project impact, innovative financing approaches, and necessary adjustments to ensure program efficiency.
  • 8. Representation and Coordination: 10% - Represent World Vision Senegal and ensure coordination with relevant technical ministries and WASH sector actors at the national level; actively participate in relevant national meetings and workshops; stay informed of sector developments and contribute to the development of WASH policies and protocols.
  • 9. Contribution to Quality Assurance, Accountability, and Impact Measurement of Programs: 5% - Coordinate the implementation of recommendations from internal and external evaluations and audits; direct quality assurance and result-tracking initiatives in the WASH sector to ensure the quality of project impact and investments.
  • 10. Information Management and Dissemination: 5% - Contribute to maintaining accurate and up-to-date records of all documents, resources, lessons, and best practices related to the program, and facilitate their use and dissemination within the office, partnership, and among partners.

Qualifications, Competencies, and Required Experience:

  • Degree in Master's in engineering (hydraulics, mechanics, environment, sanitation, water resources engineering) or any other specific WASH-related field.
  • 10 years of relevant experience in the water, sanitation, and hygiene (WASH) sector within an international NGO or similar organization, including at least 5 years in senior positions.
  • Good knowledge of global WASH trends and OMS and sector standards.
  • Knowledge and good mastery of WASH networks, government actors, and similar and partner organizations in Senegal.
  • Proven experience in managing projects or programs funded by donors.
  • Practical knowledge of proposal writing and resource mobilization.
  • Knowledge and experience of behavior change approaches in sanitation.
  • Proven knowledge of holistic community development and financing innovations.
  • Appropriate skills and experience in capacity-building and personnel and partner training.
  • Experience in monitoring and evaluation, including digital tracking, mWater platform, and other GIS tools, as well as AI tools used to innovate in WASH activities.
  • Experience in budget preparation and report writing.
  • Fluency in French and English, both orally and in writing, is a sine qua non condition.

  • Maintains active good relationships with people at all levels and beyond the organization's boundaries, as well as with government leaders and stakeholders.
  • Identifies urgent and potentially difficult decisions and addresses them quickly; initiates and implements team and department activities.

Environment and Working Conditions:

  • Work environment: based in Dakar, with frequent travel to intervention areas across Senegal.
  • Travel: 40% of national and international travel is required.
  • Availability: 10%
