Duties: The Supervisory Financial Management Specialist (SFMS) serves as the Financial Operations Manager, overseeing all financial planning and budget formulation for the Mission. As Financial Advisor to senior Mission management, the SFMS leads strategic planning to meet the Mission’s financial needs. The SFMS is the primary Locally Employed (LE) Staff supervisor, mentor, and trainer for the Financial Management Center (FMC) workforce. Reporting to the Foreign Service Financial Management Officer (FMO), the SFMS operates with significant independence, consulting the supervisor on policy matters. The jobholder directly supervises eight staff involved in daily financial management operations. Financial Operations Manager The SFMS leads financial planning and budget formulation for State and serviced agencies, aligning with Integrated Country Strategy (ICS) and Mission Resource Request (MRR) objectives. Using tools such as budget instructions, MRR tables, historical funding analysis, inflation and exchange rates, contract pricing, and compensation plans, the SFMS manages complex budgets and follows Project Management protocols. This includes providing guidance, soliciting input, facilitating meetings, and preparing budgets with clear milestones and timelines. The SFMS resolves financial transaction issues, coordinates with EDCS and Regional Bureaus on revenue collections, and oversees the VAT reimbursement program. As alternate billing officer, the SFMS manages purchase and travel card programs, verifies funding sources and agency codes, and prevents duplicate positions in personnel actions. The SFMS oversees $32.4 million in Financial Management and $21.4 million in Financial Operations budgets annually, serving as the Mission’s ICASS Financial Operations Manager. Responsibilities include strategic planning, budgeting, and execution of ICASS requirements, coordinating MOUs, workload counts, and budget formulation in WebICASS, verifying accuracy, preparing for committee presentations, and distributing reports and invoices. The SFMS provides financial oversight for Mission contracts, collaborating with GSO Procurement and Contracting Officer Representatives to support contractor transitions, budgeting, implementation, payment execution, and contract closeouts, managing over $10 million in contracts. For non-operating expenses, the SFMS manages grants and Federal Assistance Awards, supporting program development, financial planning, disbursements, reporting, and closeouts, with annual values of $17.8 million for Budget Management and $3 million for Financial Operations. The SFMS oversees the Vouchering Section, directing voucher examiners in processing payments and reimbursements, improving processes, and resolving rejected transactions. The SFMS manages cashier operations, providing guidance to cashiers accountable for a $250K advance, ensuring compliance with regulations, and performing monthly unannounced verifications. Financial Systems Administration The SFMS coordinates annual security roles reviews for financial systems (RFMS/M, WebRABIT, ICASS, COAST, IBIS), manages internal controls for E2, ILMS, and other systems, and grants system access to eInvoicing. As Alternate Certifying Officer (authority up to $50K), the SFMS ensures payment documents are accurate, compliant, and properly approved, certifies various transactions, and is personally responsible for the legality of certified payments. The SFMS also manages banking contracts, liaising with USDO and banks, and negotiates contract performance. Financial Advisor The SFMS serves as the Mission’s financial advisor, leading strategic planning, ensuring compliance with regulations, and advising on spending legality. The SFMS identifies cost containment initiatives, uses data analytics to compare efficiency, and interprets new policies and system changes. The SFMS advises agencies on financial scenarios, guides service agreement renewals, and provides cost estimates for new operations. The SFMS reports on fund status, advises on funding options, and supports service providers and ICASS Council/Budget Committee with expert analysis and presentations. The SFMS briefs management on financial impacts, prepares projections, identifies savings, and ensures compliance with OIG and COM requirements. Management of Financial Management Staff The SFMS supervises eight staff, ensuring equitable work distribution, productivity, quality, internal controls, and training. The SFMS manages recruitment, development, and oversight of FMC personnel, develops training programs, resolves personnel matters, and serves as rating and reviewing officer for staff.
